CHANCE THE RAPPER & THE EMPOWERMENT PLAN DETROIT HAVE PARTNERED TO BRING EMPWR COATS TO CHICAGO12/29/2015 Written By: Brandon Brown  Chicago’s finest Chance The Rapper and The Empowerment Plan Detroit have partnered up to help raise $100,000 to provide 1,000 EMPWR coats to the homeless of Chicago. So far almost $63,000 has been raised with the campaign running until January 13th.
